This can be quite common in girls and it can happen when the breast tissue is growing/stretching and this causes the skin to itch.
Try rubbing moisturizer into them daily and try not to itch them as tempting as it may be because all you are doing is aggravating the skin and it may cause you to break the skin.
If you are breaking the skin and the skin is healing, skin itches when it is healing too, so you need to make sure you try to stop as it will never heal.
