The less pessimistic reason would be that many patents represent inventions (and particularly pharmaceuticals) that are of significant benefit to the public, so once the patent holder has had the opportunity to recoup its research and development investment, it is in the interest of the greater good to make them as widely available as possible.
The more pessimistic reason would be that copyright holders are much better and more organized about lobbying for extensions.
