Dont drive at 4000 rpm
My truck, at highway speeds, only reaches to 3000 rpm...IF I take it out of overdrive, otherwise it runs around 1700 rpm. 4000 rpm is the MAXIMUM for race shifting (give or take).
There was 2 454 BB chevys in 1973 One was--240 HP@ 4000 RPMs. 4BBl carb. The other was--250HP @ 4000 RPMs. 4 BBL carb.
4000 rpms maybe more
Advertised horsepower is 350 light duty is 170hp @ 4000 rpms. 4-barrel carb. 350 heavy duty is 165hp @ 3800 rpms. 4- barrel carb. 350 light duty Calif. is 170hp @ 4000 rpms. 4- barrel carb.
Oil pressure ( minimum amount ) is 6 LBS. at 1000 RPMs. 18 LBS. at 2000 RPMs. 24 LBS. at 4000 RPMs. more pressure is fine too.
Advertised horsepower is......175HP @ 4000 RPMs.

There were 3 engines available: 225ci "slant 6" I-6, 100 hp@ 3600 rpm/ 170 lb-ft@ 1600 rpms 318ci V8, 150 hp@4000 rpms / 255 lb-ft@1600 rpms and a 360ci V8 rated at, 170 hp@ 4000 rpms / 280 lb-ft @ 2400rpms
No less then 6 PSI. At 1000 RPMs. 18 PSI. are more at 2000 RPMs. 24 PSI. are more at 4000 RPMs. And that is factory specs.
Could be a dirty or plugged fuel or air filter or could have a rev limiter installed on engine that is working properly
