What could be wrong with your 03 trail blazer you have no power to your data link connecter under the dash and all fuses are good also your cigarette lighter don't have power and all fuses are good?

Does the lighter work? If not, check the fuses again. Remember that you have more than one fusebox.
If the lighter does work, check for chopped up wires under the dash from installing aftermarket equipment such as extra alarms, radios, or a remote start.
Also verify that you don't have a dead scan tool or a scan tool with a bent connector contact tricking you into thinking the DLC isn't as it should be. Try the tool on another vehicle.
