CHECK THE IAC
Pull out slightly on the headlight switch. If the fog lights do not respond you need to replace the switch.
There is an electrical problem with the switch or wiring. Have it checked out/

if alt and battery good. then there is a dead short in the switch .by the way have alt output checked i have had brand new alt's. that were duds and did not work right. bad ground on battery or switch
Next check the turn signal switch inside the steering column. check to see if the bulb is dead
Be sure the dash illumination switch is not turned off.
Diabetes doesn't usually cause this, but fluoride poisoning does -- switch to a toothpaste with less fluoride, have the fluoride levels of your water checked, and get a good physical check-up by your doctor if it doesn't go away.

Details of work done might be helpful. You have to check where the circuit broken, Must be complete path, Batt + to fuse to switch to motor motor to Batt-. Do you have voltage at the fuse, at the switch, any connectors between switch and wiper motor.
Most likely the serpentine belt, when you rev the engine does it get louder, once the car runs for a minute does it go away or it may still do it.....If this applies most definitely I would have the serp belt checked or changed...
