The belt is slipping.
If I am understanding correctly, it sounds like a pulley may be bound up. Thereby causing the belt to rub and make alot of friction thus causing melting. It could be any pulley in the serpentine system. Remove the belt and feel all pulleys for any play.
It might just be age. They tend to crack when the rubber gets brittle. Otherwise, it could be a bad bearing in one of the units, quite likely the tensioner pulley. With the belt off, check to make sure they all turn freely. The tensioner pulley could have a weak spring which would cause the belt to slip over the other pulleys. Dirt on a pulley or a frayed edge could cause this also.
You could do what I did, wait for the tension pulley to fall off the van...
you have to determine which pulley it is. if the sweak is consistent, it could be the tensioner, water pump, well these are the first to go. the serpentine doesnt control timing. and loose is a possibiity.
Assuming your serpentine belt is in good condition... the bearing of pulley could be making noise (or bearing could fail allowing you to jiggle pulley with your hand), and/or tensioner spring is worn out.

it was called a pulley because you could hang stuf on it and then you could pull it... a pulley could be a crane or esaltor.
Running the engine hot repeatedly.

Since I don't know what kind of whine your talking about ill name a few things that could cause it. there can be a couple things to cause whining under the hood. most common I have found is the power steering pump, either its low on fluid or its just worn out. you can usually tell its the pump by letting the car idle and turn the steering wheel side to side. the noise will change. could be a pulley, usually to check that would be to remove the belt (Serpentine) or belts(regular V-Belts) and spin the pulleys. hand spin each pulley, they should spin free, smooth, and quiet(except for the crankshaft). You should not be able to wiggle the pulley side to side. it should be taught. Usually though, a pulley will squeak, chirp, or make a growling noise. if you have a bad pulley, the only fix for that is to replace the pulley or its bearings. this can include water pump, idler pulley, tensioner, alternator, power steering, air conditioning compressor. could also be something as simple as something rubbing on a pulley or belt but i highly doubt it. hopefully this solves your problem.
