Germany, Italy and Japan were bent on rapacious conquest and the wholesale extermination of conquered populations. People who got in their way had two choices, fight and die or not fight...and die anyway. If you read Hitler's writings and speeches he makes it perfectly clear (he hid nothing) that his intention was war and conquest. He got as much as he could without fighting but that was only while he was building Germany's strength so that they could fight. When the other nations of Europe finally refused to give him something he demanded, Poland as it turned out, Germany attacked and took it anyway.
