If the brakes are firm and the car is still not stopping, something is not hooked up right in the braking system. Perhaps a spring is missing from the brake shoe assembly.
The road surface could be slippery, your brake pads could be worn, your tyres could be worn, your brakes could be faulty.

The idler pulley has nothing to do with the brakes. If the idler pulley is bad it could throw or break a belt, and then your engine will stop.
The sheer majority of them have brakes, which sorts that out. Fixies might not have brakes as such, but you can put backpressure on the pedals which will stop the bike eventually. Some BMX trick bikes haven't got brakes, but as long as they're not ridden downhill or in traffic that's not much of a problem.

When that happens to me, I "fan" the brakes until they dry. "Fanning" is lightly applying the brakes and releasing several times in succession. The heat caused by the friction will dry out the pads after a few "fannings". You want to do this right after you run over a puddle of water, don't wait till you get to a stop sign or until you have to stop suddenly to find that your brakes are sticking and not working properly.
