Because Ho Chi Minh had just spent nearly 15 years expelling the French and Japanese from Vietnam, he had no intention of allowing foreign countries to regain a foothold in Vietnam again; allies or not. Consequently, Ho Chi Minh allowed only Soviet/Red Chinese technicians into North Vietnam to manage the newly acquired Surface to Air Missiles (SAMs), radar installations and other related equipment. Part of Ho Chi Minh's plan was to gain the sympathies of the outside world, the US population included, by projecting the image of the "under-dog" fighting against the mighty United States and it's allies; in this he largely succeeded. North Vietnam was determined to fight the war alone, but supplied by the communist superpowers.
