because people were immature. The Vietnam War was part of the Cold War. At the time, there was a vast global struggle between the Soviet bloc and the West. It was feared that if communist North Vietnam were to take over the non-communist south, that would just be one more step toward the global domination of the communist Soviet bloc. As it turned out, this fear was entirely misplaced.

Many did in fact escape via other other East European countries, but it wasn't that easy, as contact between the entire Eastern Bloc and the West was controlled.
