Technically, Finland during the first years of the war, although their alliance with Germany was simply because they were already fighting the Soviet Union prior to WWII kicking off, and they never engaged in combat operations against any other Allied country. If you're from a country which was a member of the Axis powers, then your enemies would've been more of less the rest of Europe, China, the United States, and various resistance organizations.
