There is no country in the world which allows recreational drug use. However, several countries have decriminalised the personal drug use and possession, meaning the goverment does not actively prosecute personal drug use and or possession and when caught with it you will only loose your drugs at the most, and sometimes not even that.
Some countries who decriminalised personal use are: the Netherlands, Portugal and possibly Spain and Switzerland.
Due to the United Nations convention on psychotropic drugs, which virtually every country on the planet has signed, signatories to this treaty cannot legalize any drugs listed as illegal under the convention, otherwise they're at risk of penalties. However, a country could theoretically remove themselves from the treaty so they're not a member of it anymore and avoid the risk of penalties. There is a very real chance this is going to happen with one or even several (most likely European) countries in the next decade, due to the ever more progressive drug policies in most developed countries.
