The head of the Puerto Rican government is the President of the United States, elected by the citizens of the United States. The people of Puerto Rico are U.S. citizens (since 1917), pay U.S. income taxes and have a non-voting representative in the U.S. Congress (only allowed to observe).

Puerto Rico is under U.S. customs jurisdiction. The people of Puerto Rico are citizens of Puerto Rico but constantly migrate to the United States mainland. The population of Puerto Ricans in the United States is larger than the population of Puerto Ricans in Puerto Rico.

Puerto Rico has a constitution but cannot self-govern themselves as it was given to the United States through the Treaty of Paris 1898. The island has a military base called Fort Buchannan that is used to protect them as they cannot provide a military for themselves.
