That depends on who you ask and what measure you use.

The OECD (Organisation for Economic Co-operation and Development) published a list of 34 developed countries using 2009 data that lists Turkey and and Mexico at the bottom both fro gross per person spending and as a percentage of GDP (both down around 6% of GDP and about $900 adjusted US dollars per person).

The World Health Organization (WHO) has published a more complete list using 2008 data which largely puts small African countries down at the bottom with tle lowest being Eritrea at $18 per person per year and 3.1% of GDP.

By contrast, the US spends the most with around $7,000-8000 per person per year and between 15-17% of GDP.

There is a correlation between dollars spent and life expectancy but it tends to level out above $2000-3000 per person per year (see related links).
