this would actually be a much bigger question if you want both the bordering countries & the bodies of water

rather than either one or the other as you seem to say

since the only bordering country is in fact the dominican republic

which lies generally to the east

& that alone might be a more than sufficient answer

but if you really do want the bodies of water too

& the windward passage to the northwest

& the Caribbean sea to the west & south

of this sea

the gulf of gonave is enclosed by haiti in the west

so haiti is actually more around it than it is around haiti
