The division wasn't after WW1, but after WW2. It was Germany that was divided into western and eastern sections. Russia controlled the eastern while the western powers controlled west Germany. This happened because at the end of the war Russia entered Berlin before the allies and in negotiations with the west Russia was given a section that became East Germany and built the Berlin Wall.
