Hartford: * Settled by Dutch traders around 1623 * Incorporated in 1784 New Haven:

* The New Haven Colony was settled in 1638. * Incorporated in 1784, The Old Saybrook Colony:

* Settled in 1635,

* Incorporated 1854

The town of Windham was one of the earliest incorporated:

* Both settled and incorporated in 1692. added 9/3/2009: The standard answer is from 1632 to 1634: Windsor, Wethersfield, Hartford, then Old Saybrook 1635, New Haven 1638 and Milford Feb 23, 1639 in that order but if you wish to parse the facts it is not that simple. This list only includes English settlement. Include the Dutch and Hartford, twice built as a trading post (first one burned by Indians and second created as the Good Hope trading post at Adrien's Landing) is by far the oldest (1623) but would be the third "Settled" by the English. Windsor was the first English trading post in 1632 but Wethersfield can "Claim" the oldest Settlement as it was the first built as a town not merely a trading post. All three (after the English took Hartford from the Dutch (3rd Town)) were under the Massachusetts bay colony at the time. Old Saybrook too can claim oldest as its charter (patent) was granted in 1632 by England for the Saybrook Plantation. Men first arrived from Boston in 1635. It can claim to be oldest "in Connecticut" as it was not under Massachusetts authority and did not receive a patent from either Mass or Plymouth colonies as had the valley "towns." Of course the Saybrook colony was only a military fort and garrison until the Church was built in 1646, remember these were puritans and the church wasthe town. Therefore, New Haven too could have a claim as it was indisputably settled in 1638. Arguably the three river towns weren't even in Connecticut at first. "Connecticut" was founded when the first constitution of Connecticut The "Fundamental orders" were created by the English at Windsor, Wethersfield and Hartford in January, 1639 . The "Court at Hartford" predated the Constitution as this Court (more a court/legislature than what we would consider a court today) was founded by the three river towns with two representatives from each in 1637. This Court authorized aggressive war against the Pequots, also in 1637. Whether the establishment of the Court or the Constitution established Connecticut is debatable. Massachusetts which authorized the creation of and claimed authority over the towns acquiesced in their separation in January 1639 and Connecticut was born. Old Saybrook plantation and New Haven colony would eventually join Connecticut later in the century. A batch of towns including Milford #6 2/23/1639, Guilford #7, and Fairfield #8 were founded in 1639 and the race was on.
