Neither! They both claimed victory. The British turned away due to fear of torpedo attack, and never regained contact with the enemy. The German's turned away (twice) and ran for their harbor. No battleships were sunk (except an old pre-dreadnaught), only battlecruisers were sunk. Germany claimed they won, because they sunk the most battlecruisers; Britain said they won because the Germans wouldn't come out and fight again. This battle is nick-named, the "Battle of Lost Opportunities."

Had either commander been more aggressive, as the Russian commander had been during the Battle of Tsushima in 1905, this would have been the greatest battleship fight in history.
