According to the United States Constitution, Article I, Section 4, Congress must assemble at least once every year. The opening date of their session is determined by law and typically takes place on January 3rd, unless a different date is established by Congress.
As of August 2014, Congress does open every session with a prayer. The prayer is given the by Chaplain of the United States Senate.
January 6 following the election, Congress meets in a joint session in the US capitol building to watch the Vice president in his capacity as the President of the Senate, open the ballots sent in by the electors and count the vote
