you need to incorpate as a non profit.Find money, doners, grants ect. I get mine mainly from private people because i don't like asking the government, they have tons of rules and regulations. But if it's private money, you're more free more to run it your way.Find a cheap house in the neighhood. I didn't care about code, because once I had people living there, it was hard to get rid of the shelter. Now I'm talking about a smaller shelter here. I top out at 12 homeless or so. What you've pointed out is definitely a homeless cat. The best thing to do would be to call a no-kill shelter and try to get them to capture the cat. If you think you can do it yourself, capture the cat in a cat crate (or something similarly sturdy) and take her to a no-kill shelter yourself.
Really Mammals can take shelter just about any where a stray dog could take shelter in a box or a garage. the same with cats they could shelter any where to! And, take us people for example were mammals and most of use shelter just fine. the people who are homeless are clever to, they could find a run down house.
In the United States, you don't need a degree to do this. Many people, however, get a business degree or a degree in hospitality management.

You do not need any business degree let alone any college to start your own business. All college will do is delay the speed of your success.

Your lowest number could be one person. That person would need to know alot about running a shelter. For example, they would need to limit the hours that the shelter is open so they could go home at night, and would need to know the legality behind creating a non-profit organization (if that is the premise for the shelter). They would also need access to a great deal of money to pay overhead costs like rent, electricity, advertising, insurance, food, and veterinary care.
