Laws are created by the legislature. They are interpreted by the Judicial branch. And they are enforced by the Executive Branch, the people working for the President.

The department of Justice is under his supervision. The FBI is its main investigative agency. Treasury also has people who investigate tax cheaters and counterfeiters.
It is not legal for a President or police force to only enforce laws they choose. All laws that are legal on the books should be enforced by all government and police entities.
The President can not directly change any laws. He can ask Congress to change a law. However, he has a great deal of leeway in how a law is enforced. He can order the Department of Justice to selectively enforce a law or even not to enforce it. This idea of selectively enforcing laws is not a power given by the Constitution. He could be impeached for it. He has to be careful to pick laws that are unpopular or likely to be changed or declared unconstitutional.
