Laws are created by the legislature. They are interpreted by the Judicial branch. And they are enforced by the Executive Branch, the people working for the President.
The President (executive department) is in charge of enforcing all Federal Laws. More directly, the Attorney General who heads the Department of Justice is the chief law enforcement officer.
