That it is Aqueous and has Hydrogen (H) molecules in it. If it has OH (hydroxide) and is aqueous, then it is a base. pH stands for power of hydrogen, the lower an acid is on the pH scale, the more acidic it is. Acids are from 0 - 6.9, 7 is neutral, and 7.1 - 14 is a base.
