The reason why so many people voted at the Kansas Territorial government elections was because the North wanted the state, and the South wanted the state. They were debating if it was going to be a free state or a slave state, the North wanted it to be free, as for the South, they wanted it to become a slave state. Eventually, they got in a fight in Kansas which was known as "Bloody Kansas", and it all led up to the Civil War.
The very fact it is totalitarian means it is run by a dictator and doesn't include other people or voting.
