As Germany had got Austria, Italy etc, The British were slowly losing their massive empire, so they got Russia, France etc to help make their empire stronger.
Also, each (Main) Country (England and Germany) got alliances to pressure the other side, and the intention was to not actually fight, unfortunately that did not work.
