Emperor Constantine hoped that it would bring unity to the Roman Empire and thereby assist in governing the sprawling empire, because of its well known internal discipline. He was surprised and disappointed to find that Christianity was, in fact, far from united itself. The immediate consequence was that, whereas the different pagan cults generally coexisted peacefully, he was faced with having to eliminate Gnostic Christianity, put down the Donatist heresy, and take sides on the issue of Arianism.
Constantine chose the path of gradual persecution of non-Christians. This was probably felt most keenly in his day by the Jews who, in spite of several uprisings, had been treated with tolerance and respect by the pagan Roman authorities. Through the precedent set by Constantine, Christianity brought to Rome a spirit of intolerance and a savage persecution unlike anything the Christians themselves had ever suffered. After Theodosius banned the public worship of the pagan gods in 381, he soon made it a capital offence even to look at a pagan statue that had been smashed by the Christian mobs.
If we forgave Christianity the persecution of the pagans, we would at least think that Christianity brought a superior level of public ethics to Rome, but that was not the case. Constantine used the Christian Church to pillage the pagan temples for the state treasury. By the end of the decade, the Church was looting the temples for its own gain.
