But for a large scale invasion, they would have needed to make it past coastal defenses, and the airman that defended the skies above. That was a daunting task for Hitler, since he needed to dedicate his planes to invasions of other countries.

Long story short? Hitler was just spread too thin, and he couldn't muster enough aircraft for a large scale invasion.

He did, however, carry out many bombings on the city, both with bombers and with V2 Rockets ("Bouncing Bombs").
