Hitler governed Germany through a dictatorship, consolidating power by dissolving the opposition and implementing a one-party system under the Nazi Party. A dictatorship is owned by one individual, the dictator. An example would be Hitler from Nazi Germany.

A Monarch implies a Monarchy, and the Third Riech (Germany under Hitler) aka Nazi Germany was not a Monarchy. Therefore no. Germany at that time was a totalitarian state and most (but not all) political scientists would agree that it was a dictatorship. It is therefore generally acceptable to call hitler a dictator.
The United States got angry with Germany because of its dictatorship that was spearheaded by Hitler.
