On September 17, 1862, President Lincoln issued the Confederate states an ultimatum. He told them they had 100 days to surrender, and if they didn't, he would proclaim all the slaves in the rebellious states to be free forever.

Abraham Lincoln signed the Emancipation Proclamation in 1863 to prevent foreign recognition of the Confederate States of America.
