General Short commanded the Hawaiian Department of the United States Army when the Japanese launched a surprise attack at Pearl Harbor on December 7, 1941. The attack came as a complete surprise and inflicted perhaps the most decisive defeat ever suffered by U.S. forces. Short was held responsible and forced to retire from the military.

Really, there were no generals involved. Generals are the top officers in an army. The top officers in navies are admirals. The Pearl Harbor attack was planned and carried out by the Japanese Navy. The main force behind the decision to make the attack was Admiral Isoroku Yamamoto, who commanded the "Combined Fleet", most of Japan's seaborne ships. Yamamoto did not go on the attack to Hawaii, he remained in Japanese waters. The Task Force which carried out the Pearl Harbor attack was commanded by Admiral Chuichi Nagumo.
