Hale was hung for espionage, so he was in fact dying for the cause of his country. He meant that he would do it again and again if he had the opportunity, even knowing now that his actions would lead to his death, for his country holds greater merit than his own life.

Once they killed him (which he knew they would), he would no longer be able to do more to assist the USA. He would gladly have died as many times as necessary to continue assisting the USA.
