Octavian did not do anything to save Rome. What he wanted was to obtain absolute power. He won the last of a series of civil wars which tore Rome apart in which he defeated his main rival for power, Marc Antony. After this he brought the Roman Republic to an end and established his personal rule, starting the period of rule by emperors.
