Persephone is almost always depicted clothed, unlike some other goddesses, who were perfectly fine going around naked. This was probably because she later became known as Kore, or "virgin" and it wouldn't have been right for a virgin to be going around naked.
So Persephone is always clothed, and she probably wore something like your classic, everyday toga, except maybe a little bit heavier, or with sleeves, on account of the underworld being cold.
