The policy of Ronald Reagan's administration toward the Soviet Union was that the communist type of government was untenable. He believed that the form of government would fail within a few years of his presidency.
Ronald Reagan made his "Evil Empire" Speech on March 8. 1983 in Orlando, Florida in an address to a meeting of the National Association of Evangelicals. The reference to USSR was not the main point of the speech, but the phrase stuck in people's minds.
During the 1980's, the Reagan Administration was devoting allot of funds for defense. The US military branches were looking for more high technology and better weapons systems. The USSR felt the need to also expand government spending on weapons development. The US economy then was much stronger than the of the USSR. The US economy was able to boost withstand this war budget.The USSR, however had overspent on new military strength. The economy failed, and the Communist Party has no power in the new Russian Federation.

Reagan viewed the USSR as perhaps the opposite of the values he endorsed and he was particularly critical of the existence and need for the Berlin Wall. He would see that as the opposite to his emphasis on the need for freedom.
Ronald Reagan is associated with the events that led to the collapse of the USSR. How much of an influence he really had is a subject for study and debate.

Reagan was warning about the possibility that an evil empire might attack the US if it did not keep up its defenses. He did not name a specific evil empire but he warned against the dangers of communism, and Congress was debating a nuclear freeze proposed by the USSR, the USSR came to mind.
First off, Ronald Reagan didn't create Star Wars, George Lucas did. Second, it had nothing to do with any form of government anywhere in the world.

Uhh...actually, Reagan prolonged the life of it. Carter realized the Soviet Union was on the verge of collapse so he was willing to wait them out. Reagan decided to outspend them and in doing so revitalized the USSR. They eventually collapsed, but if Carter had won reelection it would happened by 1983.
