At that time, the United States and the Soviet Union (USSR, today better known as Russia) were enemies, part of what was called the "Cold War." The United States government believed the Soviets were the aggressors in many of the world's problems and throughout the 1950s through much of the 1980s, there was little trust between the two nations. President Reagan was strongly anti-Communist, and he believed the Soviets wanted to spread Communist ideology everywhere, so for him, the USSR was in fact an "Evil Empire" that needed to be defeated or eliminated or contained in some way.

Reagan was warning about the possibility that an evil empire might attack the US if it did not keep up its defenses. He did not name a specific evil empire but he warned against the dangers of communism, and Congress was debating a nuclear freeze proposed by the USSR, the USSR came to mind.
