The main goal for the reconstruction in the Civil War was to rebuild and accept the South in the US again, but radical republican reconstruction wanted to make the South pay for what they had done. The radical republican reconstruction was somewhat of a success in that they had several bills passed in Congress against the South.

Because after reconstruction they needed to rebuild the south so they had to increase the taxes. That way the government can rebuild the ruined land....im not sure about this answer though...thats what i think :(
The South had developed a more balanced economy after Reconstruction. The major goals were to rejoin all the states back to the Union and to help rebuild the South.
