Some were paranoid and spent a lot of time instituting treason trials or having people they saw as a threat killed. Some were not interested in government and spent most of their time in their palaces enjoying entertainments or hunting. Some were autocrats and wanted to control the administrative system by doing a lot of this kind of work themselves. Most of them spent a lot of time and money on works of art and building projects as a Propaganda tool that glorified them.
Being absolute rulers, Roman emperors spent much time carrying out state business and making policy decisions. They presided over the sessions of the senate and officiated many ceremonies. They also oversaw the provincial governors. Many emperors also commissioned the construction of public works: public buildings, temples, monuments, roads, bridges aqueducts amphitheatres, and the like. Some emperors were very active in the legal field, presiding over the court, and dealing with the development of legal and judicial matters. All emperors issued edicts (imperial laws). During wars they either led the Roman armies or sent generals to fight the wars.
