Ronald Reagan was a smoker. He used a tactic that many people use to help quit. He switched one habit for another. Smoking has a lot to do with hand to mouth. Jellybeans are a small item, and help fulfill that nervous hand to mouth habit. He basically replaced cigarettes with jelly beans.

He probably meant that you can tell about someones character by the way he/she does certain things. For example, if the person eating the jelly beans separated them all by color the person might have been OCD. If the person left only one color, the person could be allergic to that flavor or is racist (although unlikely). Another scenario might be the person just eats them all quickly without taking time to actually taste the jelly beans. That could mean the person has a more rough personality and kind of "bull dogish." I hope this answers your question.

The real reason Ronald Reagan ate jelly beans was to quite smoking and then he came to really like them. His favorite was black licorice.
