He was raised as a Christian- he probably kept some remnants of his childhood beliefs.

FDR believed that the federal government should provide a safety net for all needy citizens. It should pay pensions to the elderly, provide employment to the those who needed work, feed the hungry,provide assistance to unwed mothers. He believed that services constitutionally left to the states such as schools should be funded by the federal government. He believed in maintaining a standing military complex.

I believe that this is why the American citizens wanted checks and balances, and why they wanted a shield of protection from the government.
