English Bill of Rights
It was King William III and Queen Mary II. They were put on the throne only a year earlier after the Glorious Revolution against the Catholic tyrant king James II. William and Mary were Dutch and invited to sit on the throne of England.
William and Mary ruled from 1688 CE to 1702 CE. Mary died in 1694 and William ruled alone until his death in 1702.

The English Bill of Rights was collectively authored by the Parliament of England. It does not have any acknowledged individual authors. It was based on and was a restatement of the Declaration of Right which was collectively authored by the Convention Parliament in March 1689. The Parliament of England then wrote the Bill of Rights and in December 1689, presented it to William and Mary and invited them to be the king and queen of England.

Parliament withdrew its support from James and offered the English throne to his daughter, Mary, and her husband, William of Orange.
In 1689 the 'Glorious Revolution' saw William and Mary rule jointly, but the price for their crown was that the power of the monarch be curtailed.

No. Not possible since William died in 1702, and the American Bill or Rights was part of the US Constitution, created in 1787. To end the Glorious Revolution, William and Mary signed the English Bill of Rights of 1689.

Lady Mary Butler was born in 1689.
Mary II was daughter of James II and VII, who was the second son of Charles I. Charles I was the son of James I and VI, the successor to Elizabeth I. Mary was therefore a Stuart, and Reigned as Queen from 1689 until her death in 1694. She reigned jointly with William III. William III reigned alone after the death of Mary. Mary II was Queen Regnant, like the two Elizabeths, and not just the consort to William, because she had an equal claim to the throne. I am not certain but I believe that this is the only such joint reign or co-regency in the history of England/Great Britain. Their reign is usually referred to as William and Mary. They were first cousins.
