If you mean as in the dealing with western land, then it eventually settled that all western land gained (both claimed by states and unsettled territory) was bought by the government and then redistributed to individual buyers under the Northwest Ordinance and Land Ordinance of 1785 and eventually surveyed.
The Northwest Ordinance of 1787 banned slavery in the Northwest Territory, which included the future states of Wisconsin and Illinois. Additionally, the Illinois Constitution of 1818 and the Wisconsin Constitution of 1848 both explicitly prohibited slavery in those states.
In response to the Northwest Ordinance in both its original and revised forms, Native Americans living in 'the western lands' (interpreted here as 'west of the Mississippi River') might have said two quite different things. For those without any previous interaction with European-Americans, the high-minded language and intentions of the Ordinance might have been praised as fair and reasonable, since it sought to establish harmonious interactions between White settlers and Native residents.
