The cities were in fact city-states, a tract of land with a city as its centre. That is, a nomad tribe would seize a tract of land, settle on it, and establish a fort on a hill (acropolis) as a defensive refuge against other nomads and neighbours. As the settlement developed, a city would be built around the acropolis and so a city-state would emerge.
