They believed that idleness was the main cause of crime during the late 1800s in Pennsylvania.
Penologists study penitentiary science concerned with the processes devised and adopted for the punishment, repression, prevention of crime, also treatment of prisoners.
have probable cause to believe that a crime is being committed.
The police officer has to have probable cause to believe a particular person commited the crime in question. In court, probable cause is NOT enough to convict you of the same crime.
. . . . you need to have "probable cause to believe" that an offense is being committed, is about to be committed, or has been committed..
Probable Cause
A legal search would constitute a search warrant signed by a Judge, or probable cause in many instances. Probable cause is a reasonable belief that a person has committed or will commit a crime. For probable cause to exist, the police must have enough knowledge of the facts to believe that a suspect is committing a crime. The test used by court is if a reasonable person of average intelligence would believe a crime was being committed with the same facts.

Reasonable cause to believe a crime has taken place there or is ongoing, evidence of a criminal act left in plain sight.
I believe that you are asking about the ELEMENTS of the crime.
man is the cause of crime because man is the deciding factor in what crime is. If we say it's a crime presto, it's a crime. If we say it's legal, presto, it's not a crime.
