In 1834 Congress created the Indian Territory, an area in present-day Oklahoma, for Native Americans from the Southeast.

In March of 1865 the US Congress became alarmed at the violence between settlers and Native American Tribes in the western frontiers. The Congress established the Joint Committee on the Condition of the Indian Tribes. This committee came to the conclusion, that at that time, white settlers were the main cause of violence between them and Native tribes.

Congress created the Freedman's Bureau, an agency with the ability to take on many of the needs that were important to the former slaves. The bureau provided education, housing, built churches and schools, provided healthcare, and acted as an advocate for the blacks who were forming labor contracts with their former masters.
