Congress created the Freedman's Bureau, an agency with the ability to take on many of the needs that were important to the former slaves. The bureau provided education, housing, built churches and schools, provided healthcare, and acted as an advocate for the blacks who were forming labor contracts with their former masters.

In 1865 Congress created the Freedmen's Bureau to help black southerners adjust to freedom. It was dismantled in 1869 because it lacked support in Congress.
