Since around the time of Napoleon, countries in Europe usually didn't have large armies just standing around waiting to fight- they would have small armies (for "just in case") and then when war started, they would force their people to join the army- this is called "conscription" or, in the US, "the draft".
Mobilization is this process of conscripting people, getting them trained and geared up for war, and then sending them where they need to be. It also includes getting all the necessary gear ready- cannons, guns, ammuniton, food, etc.
