The people of Hiroshima likely thought that they had been bombed by the Allies. Remember that by August 1945 most of Japan had been destroyed by Allied bombing. For almost three months the people of Japan had been bombed almost every day.
Although Hiroshima had been spared from these bombings the people there would have just figured that their luck had run out.
