People that were poor during the Victorian Era in the United States rarely ate meat. They ate mostly vegetables and fruits when they could get them. A hot cereal made with oats was very popular then. This cereal is still popular today as oatmeal.

Well, there is the simple answer: whatever they could afford. Then there is the more complex answer: The diets of the poor in Victorian society varied according to location. The bulk of the poor Victorian diet would have been bread. There was a decided lack of fresh vegetables and fruits for the poor. There was a decided lack of fresh fruit and vegetables for tradesmen, as well. Unfortunately, there were few charities dedicated to feed the poor, but that is not to say charity could not be found. Week old bread could probably be begged from a baker. There probably would have been less charity when it came to meat, but meat was not what the poor really needed; fruits and grains would have sustained them. Of course, in Victorian era Russia, the people resorted to eating tree bark, and in some extreme cases, each other.

There were major protests when the price of corn went up.
