The Mayan government was like the governments of other early river valley civilizations. Maya city-states were theocracies. In a theocracy, the people believed that their rulers were in direct contact with the gods. For the Maya, religion and government were the same. There was no division between the two.

It was the job of the rulers to make sure that the gods kept the people safe. They did this by performing rituals. The Maya believed that they needed to feed their gods with blood. Kings, priests, and nobles offered their own blood in religious rituals. This practice is called bloodletting. The priest or noble would pierce part of their body. Then, they would give their blood to the gods. Sometimes, however, they believed that a sacrifice was needed.

The Maya, as well as other civilizations throughout Mesoamerica, practiced human sacrifice. People offered for sacrifice usually came from outside a city. Many were prisoners of war.
