The Articles of Confederation had the power to settle disputes between states, but let the states make their own constitution/laws
Congress itself created and appointed executives, judges, and military officers. It also had the power to make war and peace, conduct foreign affairs, and borrow and print money. But Congress could not collect taxes or enforce laws drectly; it had to rely on the states to provide money and enforce its laws.
No, not really. The offical purpose was to revise the Articles of Confederation. Let us say they took a very broad construction of the word revise. <G>

If you want to put someone in charge, then they need to be able to do their job unhindered. Saying "you can do whatever you like as much as you want, no limits. Except you need permission from this person and only after these other people have agreed to let you first" is slighty absurd.

No. it's just a document declaring "yo, we're our own country. deal with it.", the articles of confederation was "dude. our country should have some rules", then the constitution was "articles of confederation are kinda messed up...let's make better rules" Yay.
the power granted to the congress by the Articles of Confederation is that the let you have the right to speak and the right to do any thing you want but you have to pay taxes!
The Articles did not let the congress trade because the congress only did certain things because they were afraid of the articles.

Congress passed the Land Ordinance of 1785 because there was a need to discern how to divide the land that was acquired during the Revolutionary War. The British that had already settled west of the Ohio River had to move to let the Americans have the land.
